Step1: Preheat the oven to 350 degrees and grease a baking dish.
Step2: Drizzle 1 tablespoon of lemon juice onto the fillets. Season them with salt and pepper. Put the fillets into the greased baking dish and press the cilantro leaves on top.
Step3: Bake the halibut in the oven for 15 to 20 minutes or until it flakes easily with a fork.
Step4: While the halibut is baking, melt the butter in a skillet over medium heat. Stir in the green onions, red bell pepper, garlic, and red pepper flakes for about five minutes, allowing the vegetables to soften.
Step5: Pour in the white wine and add the dill and tarragon.
Step6: Simmer for 2 minutes. Add the chicken broth, half-and-half, Parmesan cheese, and 1 tablespoon of lemon juice. Season with salt and pepper to taste.
